Contract: Transport for Buckinghamshire
To assist the Streetworks Team Leader - Inspections in supporting the TfB (Transport for Buckinghamshire) Streetworks Technicians to ensure compliance with all aspects of the New Roads and Street Works Act 1991 and Traffic Management Act 2004 and associated Codes of Practices, as it affects Buckinghamshire’s highway network.
- To be act as a formal deputy of the Streetworks Team Leader - Inspections in overseeing the inspection regime and related activities of the Streetworks Technicians, also to perform the duties of a Streetworks Technician associated with Statutory & Private Undertakers and TfB highway works under the New Roads and Street Works Act 1991 (NRSWA), Traffic Management Act 2004 (TMA), and the Highway Maintenance Act 1980 including:
- To provide support to the Streetworks Technicians, acting as secondary point of contact for any escalated enquiries.
- To be responsible for gathering and collating evidence in relation to the enforcement of NRSWA, and in particular Sections 56, 60, 66 and 74, and assist in the timely submission of such evidence to the Statutory Undertakers and TfB.
- To be responsible for gathering and collating evidence in relation to the enforcement of TMA Parts 3, 4 and 5 and assist in the timely submission of the required evidence to the relevant parties involved.
- Attend Local and County HAUC (Highways and Utility Committee) meetings as required.
- To assist with the delivery of statutory obligations under TMA Part 2 and CoP for Co-ordination of Street works and Road works and associated matters, under the direction of the Traffic Manager, Streetworks Manager and the Streetworks Team Leader - Inspections
- Contribute to the development of corporate policies and procedures relating to NRSWA / TMA activities within Buckinghamshire.
- Liaise with members of the public, Area Office Staff, Local Councils, other County Council Departments, and other authorities on matters related to NRSWA and TMA.
- To use the TfB Management Systems for recording and monitoring correspondence and maintaining appropriate record.
- To ensure such highway inspection of a more general nature as can be combined with inspection of road openings and that sufficient notes of these so that they can be itemised and quantified as required.
- Assist in the consideration of applications for Licences and Permits, where appropriate, to Conduct Street Works and Install Apparatus. Ensure attendance of site meetings as required and assist in the issue of Licences when approved by the Licencing Officer.
- To provide support to the Team leaders, Senior Permit Officer, Senior Regulations Officer and Senior Finance Officer as required for the overall success of the Streetworks Team.
- The post holder has a responsibility to report and deal with any emergency or potential danger that makes a highway unsafe for the public regardless of time of day or night.
